Ashford's Local Plan lays out the guidelines Ashford has set up to control development.
Allotments are defined in section 6.29. This is the nearest you will get to an acknowledgement that the council recognises that the sites are protected for perpetuity. The implication of this statement is that allotment [and other green space] is unlikely to be sold or if it is sold then some alternative provision will be required to be applied.
Pay attention to paragraphs 8.2 8.6 8.8 which set out statements for maintenance and management.
